📍 We prepare DIU files anywhere in Romania, not only in Bucharest/Ilfov/Giurgiu.

The Utilisation Installation Dossier (DIU = Dosar Instalatie de Utilizare) is the step that links your indoor electrical installation to the public grid: it is the technical documentation through which an ANRE-certified electrician confirms that the installation in your flat, house or premises has been carried out correctly and safely, in line with current standards. Without a valid DIU, the distribution operator will not fit the meter and will not energise the connection — in practice, you have power at the pole, but not at the socket.

SUN WATT SRL, a company certified by ANRE for both execution and design, prepares DIU dossiers throughout the country, not only in Bucharest, Ilfov and Giurgiu. We handle the installation diagram, the earthing electrode test report and all the documents required by the operator.

When you need a DIU

You need a DIU when you want to energise a new connection and have the meter fitted, after you have obtained the Technical Connection Approval (ATR = Avizul Tehnic de Racordare) and signed the connection contract. It is also required when restoring supply after a longer interruption, when changing the holder of the supply contract and the operator asks for the installation to be re-checked, when increasing the power / switching from single-phase to three-phase (the indoor installation must be re-certified), or when the utilisation installation has been modified and needs to be re-documented. If you already have the connection built but have no power because you are missing the utilisation dossier, the DIU is exactly what you need.

DIU vs. ATR vs. connection certificate: what's the difference

The three documents are often confused, but they play different roles in the connection process. The simple rule: the ATR approves the solution, the DIU certifies your installation, the connection certificate confirms it all at the end.

DocumentWhat it isWho issues itWhen you need it
ATR (Technical Connection Approval) The document approving the technical solution, the approved power and the connection tariff. The distribution operator (Retele Electrice Romania S.A.), within 30 calendar days of the connection request. At the start of the process — before signing the connection contract and building the connection.
DIU (Utilisation Installation Dossier) The technical documentation of the indoor electrical installation: the single-line diagram, the earthing electrode test report (PRAM) and the installer's declaration of conformity. An ANRE-certified electrician or company — we prepare it and submit it to the operator; it is not issued by the operator. After the connection is built, before the meter is fitted — without an accepted DIU, the operator will not energise the connection.
Connection certificate The final document by which the operator confirms the connection was built according to the ATR (for photovoltaic systems, it also confirms prosumer status and the right to feed energy back into the grid). The distribution operator, based on the verified DIU — the term published by Retele Electrice Romania is 3 working days from the acceptance of the installation. At the end — the last step before the meter is fitted and the connection is energised (for photovoltaics, before you can offset the surplus fed into the grid).

How it works

  1. Assessment and gathering of documents. We establish what type of installation you have (single-phase / three-phase, approved power) and which documents your operator requires. You send us the basic paperwork — your ID, proof of ownership, the ATR (Technical Connection Approval) / connection contract — and we prepare the rest.
  2. Installation check and measurements. The ANRE-certified electrician inspects the utilisation installation and carries out the necessary measurements, including for the earthing electrode (dispersion resistance). Based on these we issue the PRAM test report that accompanies the dossier.
  3. Preparation of the DIU dossier. We compile the complete documentation: the single-line diagram of the installation, the technical description, the earthing test report and the required declarations / certifications, signed and stamped by the ANRE-certified electrician.
  4. Submission and dealing with the operator. We submit the dossier to the distribution operator (in the Bucharest–Ilfov–Giurgiu area, Retele Electrice Romania S.A. / Distributie Energie Electrica Romania) and follow up on the review. If any observations come back, we resolve them ourselves, without sending you from counter to counter.
  5. Meter fitting and energising. Once the DIU is accepted, the operator schedules the meter installation and the energising of the connection. From this point your installation is operational and you can sign the supply contract.

FAQ — DIU dossier

What is the Utilisation Installation Dossier (DIU)?

The DIU is the technical documentation of the indoor (utilisation) electrical installation, prepared by an ANRE-certified electrician. It includes the installation diagram, the technical description and the earthing electrode test report, and confirms that the installation has been carried out correctly and safely. It is the document on the basis of which the operator fits the meter and energises the connection.

Why do I need a DIU if the connection is already built?

The connection brings electricity up to the boundary of the property, but the operator will not energise it or fit the meter without a valid utilisation dossier for the indoor installation. The DIU is the step that links your installation to the grid — without it, you have power at the pole, but not at the socket.

How much does a DIU dossier cost?

As a guide, a DIU dossier starts from around 1,200 lei (documentation prepared by an ANRE-certified electrician, excluding the operator's fees). The final price depends on the type of installation (single-phase / three-phase), on whether additional measurements are needed and on the specific requirements of the operator.

How long does it take to prepare a DIU?

Usually, the dossier is ready within a few working days of receiving the documents and carrying out the measurements. After submission, the operator's review and the scheduling of the meter installation add roughly 1–2 weeks, depending on the operator and the area.

Do you also prepare DIU dossiers outside Bucharest?

Yes. We prepare DIU dossiers throughout the country, not only in Bucharest, Ilfov and Giurgiu. The work is signed by an ANRE-certified electrician and prepared in line with the requirements of the operator in your area.

What documents do I need for a DIU?

As a rule: your identity document, proof of ownership (land registry extract), the Technical Connection Approval (ATR) and/or the connection contract, and, for new builds, the urbanism certificate and building permit. We can collect the technical details about the installation (power, distribution board, circuits) ourselves on site.

Does the DIU also include the earthing electrode check?

Yes. The DIU dossier is accompanied by the earthing electrode test report (PRAM measurements). If the installation does not have a suitable earthing electrode, we can build or repair one, so that the installation is compliant and the dossier is accepted.

What happens if the operator rejects the DIU dossier?

If the operator raises observations on the dossier — most often because of incomplete information or mismatches between documents — we correct the points flagged and resubmit the documentation. Because the dossier is prepared and checked by an ANRE-certified electrician before submission, the risk of rejection is low; if completions are still requested, we deal with the operator ourselves, so you don't lose time going back and forth to counters.

Can I get a DIU if the installation was done by another electrician?

Yes. The indoor electrical installation does not have to be built by us. Our ANRE-certified electrician inspects the existing installation, carries out the necessary measurements (including the PRAM test report for the earthing electrode) and, if the installation meets current standards, prepares the DIU dossier based on that inspection. If we find any non-conformities, we tell you exactly what needs fixing before submission, so the operator accepts the dossier.
