Connecting a new house to the electricity grid is the complete journey from a finished home, or one still under construction, to a fitted meter: the town planning certificate, the connection dossier, the ATR (Technical Connection Approval), the physical execution of the connection and the DIU (Utilization Installation Dossier) that allows energisation. SUN WATT SRL, a firm certified by ANRE (the Romanian Energy Regulatory Authority) for both design and execution, manages the whole process for you in Bucharest, Ilfov and Giurgiu, dealing directly with the distribution operator Rețele Electrice România S.A. (formerly E-Distribuție / Enel).
As a guide, the connection dossier and design start from 900 lei, the connection works start from 1,800 lei for single-phase (230V) or from 2,900 lei for three-phase (400V), and the DIU costs 1,200 lei. All prices cover labour plus usual materials, excluding the operator's fees; the final connection tariff is set individually through the ATR. If the site is currently running on a temporary builder's connection (from 2,200 lei), we also handle the switch to the definitive connection, so the house moves from construction power to a permanent supply without surprises.
When you need it
You need this service whenever a new house must receive a permanent electricity supply: a home that has just been finished, a house still under construction that you want energised the moment it is ready, or a plot where building work is about to start and a temporary site connection is needed first. It also covers homes built on land that has never had a supply, where the connection is created from scratch rather than upgraded. The most common mistake is leaving the connection until the very end. The process typically takes around 4 to 12 weeks because the dossier review and the ATR sit with the distribution operator, so a finished house can stand dark for months simply because the paperwork started too late. Begin the dossier early, ideally while the house is still being built. The second classic mistake is an incomplete dossier: a missing Land Registry extract or town planning certificate sends the application back to the start of the queue. We check every document before submission precisely to avoid these hold-ups.
How it works — step by step
- Town planning certificate and connection dossier. A new-house connection starts with the town planning certificate (certificat de urbanism), normally obtained during the building-permit process; we tell you exactly what it needs to mention for the electricity connection. We then prepare and submit the complete connection dossier to Rețele Electrice România S.A., with the dossier and design service starting from 900 lei. At this stage we also size the power your home will need and choose between single-phase (230V) and three-phase (400V).
- ATR — Technical Connection Approval. The distribution operator reviews the dossier and issues the ATR (Aviz Tehnic de Racordare), the document that sets out the technical connection solution and the official connection tariff. This is the stage at which the final cost of your connection is fixed. If you already hold an ATR or need help understanding its conditions, our ATR assistance starts from 350 lei.
- Connection contract and payment of the tariff. You sign the connection contract with Rețele Electrice România and pay the tariff set out in the ATR. Only after this step can the connection design be approved and the physical works scheduled. We follow up on the file so it does not sit idle between departments.
- Execution of the connection. Our ANRE-certified team builds the connection to the approved design: single-phase from 1,800 lei or three-phase from 2,900 lei, labour plus usual materials, excluding the operator's fees. Depending on the solution set in the ATR, the route is overhead (from 1,800 lei) or underground (from 3,500 lei), and we install the BMPM or BMPT — the single-phase or three-phase metering and protection enclosure fitted at the property boundary.
- DIU — Utilization Installation Dossier. Before the meter can be fitted, an ANRE-certified electrician must confirm that the indoor installation of the new house is correctly built and safe. We prepare the DIU (Dosar al Instalației de Utilizare) for 1,200 lei, including the required measurements and the documentation the operator asks for, so the file passes verification the first time.
- Meter installation and energisation. With the works accepted and the DIU filed, the operator installs the meter and energises the supply. You then sign a supply contract with the energy supplier of your choice and the new house has permanent power. If the site ran on a temporary builder's connection (from 2,200 lei), we manage its conversion into the definitive connection as part of the same process.
Required documents
- Owner's identity document (identity card)
- Proof of ownership of the property or land (a recent Land Registry extract)
- Town planning certificate (certificat de urbanism)
- Building permit (autorizație de construire)
- Site plan and location plan (plan de situație and plan de încadrare în zonă)
- Connection application (we complete this on your behalf)
- Existing ATR or temporary site-connection paperwork, if the plot already has a builder's supply
Why bransam.ro
- Turnkey service: town planning certificate guidance, connection dossier, ATR follow-up, execution, DIU and energisation handled by one team
- A firm certified by ANRE for both design and execution, so the works are accepted by the distribution operator without rework
- We know the Rețele Electrice România procedures across Bucharest, Ilfov and Giurgiu and how to keep a new-house dossier moving
- Honest sizing advice: single-phase or three-phase, and how much contracted power a modern house with a heat pump or EV charger really needs
- We manage the switch from the temporary site connection to the definitive one, so the property never sits without power
- Transparent pricing: labour plus usual materials quoted up front, with the operator's connection tariff set separately through the ATR
How long it takes
The dossier review and the ATR are in the hands of the distribution operator, so fixed deadlines cannot be guaranteed; as a guide, the full journey from a complete application to an energised meter takes around 4 to 12 weeks. Starting the paperwork while the house is still under construction is the safest way to have power on the day you move in.
