Energising the connection: the final step of grid connection
Energisation (punere sub tensiune) is the moment when your electrical installation actually receives power from the public grid. It is the final step of a process that begins with the connection request and ends with a working meter and a valid certificate (DIU). After the connection (bransament) is built, the meter is fitted by Retele Electrice Romania S.A. (formerly E-Distributie Muntenia / Enel, part of the PPC group) and the Utilisation Installation Dossier (DIU, from 1,200 lei) is obtained, the installation becomes powered. For a single-phase connection (~11 kW) costs start from 1,800 lei, while for a three-phase one (400V) they start from 2,900 lei, with the final price set through the ATR.
What energisation actually means
The term “energisation” (punere sub tensiune) refers to the operation through which the distribution operator connects the completed connection to the low-voltage grid and energises the customer’s electrical installation. In practice, it is the end of the road: you have already gone through the technical connection approval (ATR), the execution of the works and the technical acceptance, and now the electricity reaches your electrical panel.
Energisation is not simply a “press of a button”. It can only take place once several technical and administrative conditions have been met cumulatively. The absence of a single document — for example the DIU — blocks energisation, even if the connection is physically ready.
Who energises the connection
The distribution operator, Retele Electrice Romania S.A., is the only entity that energises the connection and fits the meter. The ANRE-certified execution company (such as SUN WATT SRL) carries out the actual connection and prepares the documentation, but the actual connection to the grid and the fitting of the metering unit remain the exclusive responsibility of the operator. This is why a complete and correct dossier, submitted in good time, significantly shortens the time until power is supplied.
The mandatory conditions for energisation
Before energisation, the following stages must be ticked off. If one is missing, the operator postpones the connection:
- Connection built according to the design and the ATR — the works must comply with the approved technical solution (single-phase or three-phase, overhead or underground).
- Technical acceptance of the works — verification of the conformity of the execution by the operator.
- Valid DIU — the Utilisation Installation Dossier, drawn up by an ANRE-certified electrician/company, attests that the internal installation is safe and compliant.
- Earthing electrode and PRAM report — measuring the dispersion resistance (PRAM, from 250 lei) confirms that the earthing electrode (from 900 lei) is working correctly.
- Electricity supply contract — concluded with a supplier of your choice.
- Payment of the connection charge — according to the ATR.
Only after all these elements have been validated does the operator schedule the fitting of the meter and the actual energisation.
The role of the DIU and the meter
These two elements are the heart of the final step. Without them, there is no legal power supply.
DIU — the Utilisation Installation Dossier
The DIU is the document that demonstrates that the electrical installation inside the building (from the connection cabinet (firida de bransament) to the sockets and lighting fixtures) has been carried out correctly and is safe. It is drawn up exclusively by an ANRE-certified company and includes the installation diagram, the PRAM report of the earthing electrode and the declaration of conformity. The electricity meter
The meter (the metering unit) is fitted by Retele Electrice Romania S.A. and sealed. It records consumption and is the point that delimits responsibility between the public grid and your installation. Fitting the meter and energisation are, as a rule, simultaneous operations: the operator’s technician installs the device, checks the connections and energises the connection.

How long it takes and what can delay energisation
After the DIU and the complete documentation have been submitted, the operator schedules the visit for fitting the meter and energisation. The timeframe depends on the operator’s workload and on the correctness of the dossier. The most frequent causes of delay are:
- An incomplete DIU or one with errors in the documentation.
- A missing PRAM report or inadequate values of the earthing electrode.
- A supply contract not concluded at the time of scheduling.
- Discrepancies between the execution of the connection and the solution in the ATR.
- A connection charge not paid in full.
