Documents You Need for an Electrical Connection in Romania (From Abroad): The Complete Checklist
If you live in Spain, Italy or the UK and own land or a house in Romania, the biggest worry about getting an electrical connection (bransament) is usually the same: “Do I have to fly back and run around offices for weeks?” The short answer is no. The entire grid-connection file can be prepared and submitted on your behalf, and almost every document can be handled online or signed once at a Romanian consulate near you.
This guide lists exactly what documents you need, who issues them, and how to send everything to us digitally. We handle the rest, file the dossier with the distribution operator Retele Electrice Romania S.A., obtain the ATR, and execute the connection while you stay abroad.

The 4 core documents you need
There are four documents at the heart of every connection file. None of them require you to be physically in Romania, and only one (the power of attorney) needs a notary or consulate.

1. ID or passport
A clear, readable copy of your valid Romanian ID card (carte de identitate) or passport. If your address abroad differs from the one on the document, that is fine for the connection file. A phone photo or a scan is enough, as long as all four corners and the text are legible.
2. Extras de carte funciara (land registry extract)
This is the official proof that you own the plot or building to be connected. It comes from the land registry (cartea funciara) maintained by ANCPI. An informative extract can usually be obtained online, and your authorised representative can request it for you if needed. We use it to confirm ownership, the cadastral number and the exact address of the connection point.
3. Certificat de urbanism (urban planning certificate)
The urban planning certificate is issued by the local city hall (primarie) for the address. It states the zoning, the technical conditions and which utility approvals are required. With a power of attorney, your representative requests and collects it on your behalf, so you do not have to queue at the city hall yourself.
4. Procura notariala (power of attorney)
This is the key document that lets us act legally in your name, without you travelling. You sign a notarised power of attorney that authorises a named representative to submit the connection dossier, sign the distribution contract and obtain the ATR. There are two standard ways to do this from abroad:
- At a Romanian consulate or embassy in your country (Spain, Italy, the UK and most others have Romanian consular sections). The consular officer notarises the power of attorney, and it is valid directly in Romania.
- As an apostilled deed, signed before a local notary in your country and then legalised with an apostille (Hague Convention) so it is recognised in Romania, usually with an authorised translation into Romanian.
We will send you the exact wording the power of attorney must contain (the representative’s details and the specific powers needed for the connection file) so the consulate or local notary can prepare it correctly the first time.
Documents that may also be requested
Depending on the property and the local operator’s requirements, a few additional items can be requested. Your representative obtains most of these for you:
- Site location plan / cadastral plan (plan de situatie / plan de amplasament) showing the plot and the proposed meter location.
- Building authorisation (autorizatie de construire), if a structure exists or is under construction.
- Photos of the property and the street, showing the nearest electrical poles or the existing network, sent over WhatsApp.
- Proof of address abroad or contact details, used only for correspondence and payment.
You do not need to gather all of these in advance. Send us what you have, and we tell you precisely what is still missing for your specific case.
How to send everything online
This is the part diaspora clients appreciate most: there is no courier, no original paperwork in the post, and no trip to Romania for the standard file.
- Scan or photograph each document with your phone. PDFs are ideal, but clear JPG photos are accepted.
- Send them to us on WhatsApp or by email at 0733 097 440. You can send documents one at a time as you obtain them.
- We review and confirm what is complete and what is still needed, and we draft the power-of-attorney text for the consulate.
- You sign the power of attorney once at the consulate or before a local notary, then send us the scanned copy.
- We file the dossier with Retele Electrice Romania S.A., obtain the ATR, and keep you updated with photos and video on WhatsApp at every step.
Only the notarised power of attorney needs a “wet” signature. Everything else stays digital. Throughout the works and the final connection, you receive photo and video updates, and you pay by bank transfer from your account abroad.
What happens after the documents are in
Once the file is complete, the process runs without you: we obtain the ATR (technical connection approval) from the operator, prepare the project and dossier, execute the physical connection, and complete the DIU so the installation can be energised and metered.
