Documents needed for an electrical connection: full checklist + the grid connection dossier

In short: For an electrical connection (bransament) you need a minimum of 5 core documents: the connection request, your identity document, proof of ownership, the urban planning certificate and the site plans. The dossier is submitted to Retele Electrice Romania S.A., and on its basis you receive the Technical Connection Approval (ATR) with the final price. SUN WATT prepares the entire dossier and the connection project from 900 lei, while the execution of the connection starts from 1,800 lei (single-phase).

If you want to bring power to a house, a plot of land or a building site, the first step is not digging, it is the paperwork. A complete grid connection dossier, correctly submitted to Retele Electrice Romania S.A. (the former operator E-Distributie Muntenia / Enel), means a Technical Connection Approval (ATR) issued quickly and without requests for additional information. Below you will find the complete list of documents needed for an electrical connection (bransament), explained step by step, plus a table with the documents required at each stage.

What the grid connection dossier is and why it matters

The grid connection (racordare) dossier is the set of documents through which you ask the distribution operator to supply electricity to a point of consumption. On its basis, Retele Electrice Romania analyses the request and issues the Technical Connection Approval (ATR) - the document that establishes the technical solution, the approved power and the connection tariff.

In other words, without a complete dossier there is no ATR, and without the ATR the connection contract cannot be signed and the meter cannot be installed. That is why the quality of the dossier decides how quickly you have power.

Checklist: documents needed for an electrical connection

Here is the basic list of documents you need to prepare. Some are mandatory for any connection, others depend on the type of property (house, block of flats, land, building site).

Mandatory documents (individuals)

  • The connection request - the operator’s standard form, filled in with the details of the point of consumption and the requested power.
  • The identity document of the holder (copy of the ID card).
  • Proof of the right of ownership or use of the property: sale-purchase contract, land registry extract (as a rule no older than 30 days), tenancy/loan-for-use contract, etc.
  • The urban planning certificate within its validity period (issued by the town hall).
  • Site plan and zoning plan, usually at a scale of 1:500 and 1:2000, showing the position of the building and the property boundaries.
  • The building permit (where applicable) or proof of the legal existence of the building.

Frequently requested additional documents

  • The consent of the owners of land affected by the route, if the connection (bransament) crosses other properties.
  • Technical memorandum / power calculation sheet for larger consumers (for example, three-phase with high power).
  • Sketch of the utilisation installation or details about important loads (heat pump, EV charging station, industrial hall, etc.).
  • Registration certificate (CUI) and the company’s articles of association.
  • Power of attorney / mandate for the person submitting the dossier.
  • The remaining ownership and urban planning documents, as for individuals.

Practical tip: the land registry extract and the urban planning certificate have validity periods. Submit the dossier while these are still valid, otherwise the operator may ask for them to be updated.

Step by step: how the connection at Retele Electrice Romania works

The connection process is standardised and goes through six stages. The documents above are used in particular at the first stage, but each step has its own requirements.

1. Submitting the connection request with the documents

You gather the documents from the checklist and submit the connection request to Retele Electrice Romania, online or at the customer relations centre. This is where they check whether the dossier is complete.

2. Issuing the Technical Connection Approval (ATR)

The operator analyses the request and issues the ATR, which contains the connection solution, the approved power and the connection tariff - that is, the official fees payable to the operator. This is the moment when you find out the final price of the connection fees.

3. The connection contract and payment of the tariff

On the basis of the ATR you sign the connection contract and pay the tariff that has been set. From this point you can move on to the design and execution part.

4. Designing and executing the connection (bransament)

This is where an ANRE-certified contractor comes in. The technical project is drawn up and the connection (bransament) is actually executed - overhead or underground, single-phase or three-phase. See the solutions on our electrical grid connection page or, for high power, three-phase connection.

5. The DIU dossier (Utilisation Installation Dossier)

After execution, the DIU (Utilisation Installation Dossier / proof of internal installation) is drawn up - the documentation certifying that the internal installation is compliant and can be energised. Details on the DIU dossier page. The DIU is mandatory before the meter is installed.

6. Installing the meter and energisation

In the final stage, the operator installs the meter and energises (punere sub tensiune) the point of consumption. From this moment you have power and you can conclude the supply contract with an energy supplier.

How much it costs and how long it takes

Costs have two components: the official fees payable to the operator (set through the ATR) and the labour + materials for design and execution. Below are our indicative prices for the execution part (excluding the operator’s fees):

ServiceIndicative price (from)
Connection dossier / project900 lei
DIU dossier1,200 lei
Single-phase connection1,800 lei
Three-phase connection2,900 lei
Underground connection3,500 lei
Temporary building-site connection2,200 lei

The final price of the fees always comes through the ATR, depending on the distance to the grid and the requested power. For a quick estimate, use the connection cost calculator or see the full list on the prices page.

SUN WATT handles the entire dossier

The good news: you do not have to go through the bureaucracy on your own. SUN WATT SRL is an ANRE-certified company (execution and design) and can take over the entire process, from the first document to energisation:

  • we draw up and submit the connection dossier to Retele Electrice Romania;
  • we follow up the issuing of the ATR and advise you on the contract;
  • we carry out the design and execution of the connection (single-phase, three-phase, overhead or underground);
  • we prepare the DIU dossier and assist you up to the installation of the meter.

We operate in Bucuresti, Ilfov and Giurgiu, and for DIU dossiers we work throughout the country. Call us at 0733 097 440 or write to us via the contact page and we will tell you exactly which documents you need for your situation.

Frequently asked questions

Which documents are mandatory for an electrical connection?

The core documents are: the connection request, the identity document (or CUI for companies), proof of the right of ownership (land registry extract/contract), a valid urban planning certificate and the site and zoning plans. Depending on the case, the building permit, the consent of neighbours along the route or a technical memorandum for high power may also be required.

Where is the grid connection dossier submitted?

The dossier is submitted to the distribution operator, namely Retele Electrice Romania S.A. (the former E-Distributie Muntenia / Enel), online or at the customer relations centre. It checks the documents and issues the Technical Connection Approval (ATR). SUN WATT can draw up and submit the dossier on your behalf.

What is the ATR and when do I find out the final price?

The ATR (Technical Connection Approval) is the document through which the operator establishes the technical solution, the approved power and the connection tariff. The final price of the official fees payable to the operator is found out from the ATR, after the dossier is analysed. You know the labour and materials for execution from the contractor's quote (from 1,800 lei single-phase).

How much does preparing the grid connection dossier cost?

At SUN WATT, the connection dossier or project starts from 900 lei, and the DIU dossier from 1,200 lei. These are documentation costs, separate from the official fees set through the ATR. For an estimate, you can use the connection cost calculator on the site.

How long does it take to get power after submitting the documents?

The duration depends on the complexity of the connection and the operator's workload, but the process has six stages: request, ATR, contract, design and execution, DIU, then meter installation and energisation. A complete dossier from the start significantly shortens the time, because it avoids requests for additional information. Call 0733 097 440 for an estimate for your case.
