Getting electricity to a rural plot, an agricultural parcel, or out-of-town (extravilan) land without utilities all comes down to one question: how far is your land from the existing grid? If there is a low-voltage network with poles near the plot, the solution is usually a standard connection, with an overhead connection starting from 1,800 lei (labour plus usual materials, excluding the operator's fees). If the network is further away, the distribution operator will require a grid extension, with a higher connection tariff set individually through the ATR (Technical Connection Approval); extension works are always quoted on a case-by-case basis. The official answer comes from Retele Electrice Romania S.A. (formerly E-Distributie / Enel) through the ATR, which establishes both the technical solution and the cost.
SUN WATT SRL is a firm certified by ANRE (the Romanian Energy Regulatory Authority) for the design and execution of electrical connections. For land in Bucharest, Ilfov and Giurgiu we handle the whole journey: we assess the distance to the nearest network point, prepare and submit the connection dossier, follow up on the ATR, then design and build the connection, prepare the DIU (Utilization Installation Dossier, the document confirming the consumer installation is safe and correctly built), and see the supply through to energisation. You get a realistic picture of the cost before committing, not after.
When you need it
You need this service when you have bought land outside the built-up area of a commune and want to build, farm, or simply add value to the plot, and the parcel currently has no electricity. Typical cases include agricultural land that needs power for a well pump, irrigation or outbuildings, plots being brought into the built-up area for a future house, weekend or holiday properties, and construction sites that need a temporary site connection (from 2,200 lei) before the permanent one. In all these situations the first step is the same: establishing where the nearest network point is and what the operator will require through the ATR. For very isolated parcels, where the extension tariff would be substantial, we will tell you honestly that an off-grid photovoltaic system can be a workable alternative for modest consumption (quoted individually). Even so, for most owners the grid connection remains the baseline solution: it adds lasting value to the land, supports any future construction, and is what banks, buyers and building permits ultimately expect.
How it works — step by step
- Site assessment and distance to the grid. We start by checking where the nearest low-voltage network point is in relation to your plot. This single factor largely decides the solution: poles nearby usually mean a standard overhead connection from 1,800 lei, while a remote network points towards a grid extension. You get a realistic preliminary view before any paperwork is filed.
- Town planning certificate and dossier preparation. For out-of-town land you obtain the town planning certificate (certificat de urbanism) from the commune's town hall; we guide you through what to request so it covers the electrical connection. In parallel we gather the ownership documents and cadastral plans and complete the connection application on your behalf.
- Connection application and the ATR. We submit the dossier to Retele Electrice Romania S.A. (formerly E-Distributie / Enel). The operator analyses the request and issues the ATR (Technical Connection Approval), the document that officially establishes whether a simple connection is enough or a grid extension is required, along with the connection tariff for your specific plot.
- Connection contract and payment of the tariff. Once the ATR is issued, the connection contract is signed with the operator and the tariff set out in the ATR is paid. For grid extensions this tariff is higher and is established by the operator for each case; the related works are quoted individually. Only after this stage can design and execution begin.
- Design and execution of the connection. The SUN WATT team, certified by ANRE, designs and builds the connection: overhead from 1,800 lei or underground from 3,500 lei for the connection itself, single-phase from 1,800 lei or three-phase from 2,900 lei depending on the approved power, plus the connection cabinet and protection equipment, all to the approved design (labour plus usual materials, excluding the operator's fees).
- DIU, metering and energisation. We prepare the DIU (Utilization Installation Dossier, 1,200 lei) through an ANRE-certified electrician, after which the operator fits the meter and energises the supply. With a supply contract signed, your land officially has electricity.
Required documents
- Owner's identity document (identity card)
- Proof of ownership of the land (a recent Land Registry extract)
- Town planning certificate issued by the commune's town hall
- Site plan and location plan (cadastral plans of the parcel)
- Connection application (we complete this on your behalf)
- Building permit, where a building is planned or under construction
Why bransam.ro
- A clear answer before you spend money: we assess the distance to the grid and tell you upfront whether to expect a simple connection or a grid extension
- Turnkey service: dossier, ATR follow-up, design, execution, DIU and energisation, all handled by one team
- A firm certified by ANRE for both design and execution, so the works are accepted by the distribution operator
- We know the Retele Electrice Romania procedures across Bucharest, Ilfov and Giurgiu, including the specifics of rural and out-of-town dossiers
- Honest advice for isolated plots, including when an off-grid photovoltaic system is worth considering as an alternative
- Compliant materials and equipment, correctly installed in line with current safety standards
How long it takes
For land near the existing network, the whole journey from application to energisation usually takes around 4 to 12 weeks as a guide; where a grid extension is required, the timeline is longer and depends on the scope of the works. The ATR and approval stages sit with the distribution operator, so exact timeframes cannot be guaranteed.
