Connecting Land Outside the Built-Up Area to Electricity: What You Need to Know
Land outside the built-up area (agricultural land, pasture, orchard, a plot for a warehouse or farm, a lot for a holiday home) raises a specific problem: the electricity distribution grid is often hundreds of metres away or completely absent. That is why connecting land outside the built-up area to electricity usually means not just a simple electrical connection (bransament), but also a grid extension, with clear implications for costs, deadlines and documentation.
In this article we explain what is specific about connecting land outside the built-up area, when a grid extension becomes necessary, how the real cost is calculated and what steps must be followed with the distribution operator Retele Electrice Romania S.A. (formerly E-Distributie Muntenia / Enel).
What “extravilan” (outside the built-up area) means for an electrical connection
A plot of land is considered extravilan (outside the built-up area) if it lies beyond the buildable limit of the locality, according to the General Urban Plan (PUG). From an electrical point of view, this does not prohibit connection, but it means two things:
- The distance to the grid is usually greater. Inside the built-up area, the low-voltage pole is often at the front of the plot. Outside the built-up area, it may be 100, 300 or over 1,000 metres away.
- Additional planning/urban steps may arise. For certain extensions or for connecting a future building, you may need a planning certificate (certificat de urbanism) and to obtain/update the relevant permits.
Important: the absence of a nearby grid does not increase the rate for the electrical connection (bransament) itself. What increases the cost is the length of the new line needed to bring power to the land.
Electrical connection vs. grid extension: the difference that matters
Many owners confuse the two terms. The difference is essential to understanding the final bill.
- The electrical connection (bransament) is the link between the operator’s existing grid and your installation (connection cabinet, meter). Connection rates are relatively standard.
- The grid extension is the construction of a new electricity line (overhead – LEA, or underground – LES) and, sometimes, a transformer substation (PT), to bring the public grid up to the area of your land.
Outside the built-up area, when the grid does not reach the land, you first need an extension, then a connection. We detail the solutions on the electricity grid extension page, and we cover the connection part on electrical grid connection.
Indicative rates and where the higher costs appear
The table below shows the starting rates for typical works. Outside the built-up area, the first lines remain the same; the difference is made by the grid extension, which is assessed on a case-by-case basis.
| Work | Indicative rate (from) | Relevance outside the built-up area |
|---|---|---|
| Single-phase connection (~11 kW) | 1,800 lei | Standard rate, unchanged by distance |
| Three-phase connection (400V) | 2,900 lei | Recommended for farm/warehouse/machinery |
| Underground connection (LES) | 3,500 lei | Frequently required in areas without poles |
| Temporary site connection | 2,200 lei | For construction on the land |
| Connection dossier + design | 900 lei | Mandatory, including for an extension |
| ATR assistance | 350 lei | Crucial for assessing the extension |
| Earthing electrode | 900 lei | Technically mandatory |
| PRAM testing | 250 lei | Required at commissioning |
| Power upgrade (spor de putere) | 350 lei | If you increase the power later |
The cost of a grid extension is not fixed: it depends on the length of the line, its type (overhead vs. underground), the voltage (low vs. medium) and whether a transformer substation is needed. That is precisely why the real value of the investment is set only through the ATR. For an indicative initial estimate you can use the electrical connection cost calculator, and the full list of rates is on the prices page.
Why the cost rises outside the built-up area
- The length of the new line – every tens/hundreds of metres of LEA or LES means poles, conductors, labour and additional approvals.
- The underground solution – more expensive than the overhead one, but sometimes imposed by the configuration of the land.
- The transformer substation – needed for high power or significant distances on medium voltage; it is the component with the greatest budget impact.
- Easements and crossings – crossing other properties, roads or watercourses requires agreements and specific technical solutions.
The steps for connecting land outside the built-up area
- Establishing the required power. For a holiday home, a single-phase connection (~11 kW) may be enough. For a farm, irrigation, warehouse or machinery, we recommend three-phase (400V).
- Planning certificate (if applicable). Needed especially when the connection involves a grid extension or a future building.
- The connection dossier and design. We prepare these, from 900 lei, including for situations involving an extension.
- The connection application to Retele Electrice Romania. The operator analyses the technical solution.
- Issuing the ATR (Technical Connection Approval). This is where the final cost is set, including any extension. We assist you step by step, from 350 lei.
- Carrying out the works. SUN WATT, a company ANRE-certified for execution and design, carries out the connection (and the extension, where applicable).
- Commissioning. PRAM testing (from 250 lei), earthing electrode (from 900 lei) and meter installation.
Common practical solutions
- Isolated holiday home: single-phase connection, underground or overhead, possibly a short extension. For organising the construction site, a temporary connection from 2,200 lei.
- Farm / greenhouses / irrigation: three-phase connection (400V), often with a grid extension and, for high power, a transformer substation.
- Warehouse / production space: three-phase with high power; the optimal solution results from the ATR.
If you own land in several counties, we work in Bucharest, Ilfov and Giurgiu, and for the DIU (Utilisation Installation Dossier / proof of internal installation) we offer national coverage, from 1,200 lei.
Why SUN WATT
- ANRE-certified for the execution and design of electrical connections.
- Experience with complex grid extension situations outside the built-up area.
- We manage the entire relationship with Retele Electrice Romania, from the dossier to commissioning.
- Transparency: clear starting rates, with the final cost set correctly through the ATR.
