Solar panels on an apartment block in Romania: what actually works in 2026
Every week someone from a block of flats in Bucharest asks us a version of the same question: “Can I put solar panels on the roof of my building and become a prosumer?” The honest answer: as an individual apartment owner, rarely and only under specific conditions; as an owners’ association, yes — and that is the route worth taking seriously in 2026. Here is how the situation actually looks, without sales talk.
Why “solar panels at the block” is harder than at a house
Two structural obstacles explain almost every failed attempt.
The roof is common property
Under Romanian condominium rules, the roof, terrace and façade of an apartment block are părți comune — common property owned by all apartment owners together, in proportion to their quota. No individual owner may mount equipment on them without the agreement of the asociația de proprietari (owners’ association), normally formalised through a decision of the general assembly of owners (AGA). Even a small system needs that decision, plus written clarity on who maintains the installation, who insures it, and who answers if the terrace waterproofing is damaged during mounting.
Prosumer status is tied to your place of consumption
The second obstacle is less visible but just as decisive. In Romania, prosumator (prosumer) status — a consumer who also injects electricity into the grid and is compensated for it — is granted per loc de consum (place of consumption): the point where your meter and supply contract sit. The photovoltaic system must be connected behind that metering point. For an apartment on the third floor, that means routing cables from the roof, through common areas, down to your own apartment’s installation. Technically feasible in some buildings; legally and practically messy in most.
This is why the simple version people imagine — “my panels, on the common roof, feeding my apartment” — almost never happens in that form.
The realistic route: the owners’ association as prosumer
The configuration that genuinely works — and the one we increasingly assist with in Bucharest, Ilfov and Giurgiu — is the association itself becoming a prosumer for the common-area consumption: stairwell and basement lighting, lifts, water-pressure (hydrophore) pumps, intercoms, exterior lighting.
Most associations already have their own place of consumption with a separate meter, frequently on a three-phase supply. A rooftop system sized around that consumption can offset a meaningful share of the maintenance bill every owner pays monthly, and any surplus injected into the grid is settled with the supplier under the prosumer scheme, according to the ANRE regulations in force.
Step by step for an association
- AGA decision. The general assembly approves the investment, the budget, the use of the roof and the persons mandated to sign. Without this document, nothing else moves.
- Technical check of the existing supply. Roof condition and structure, but also the connection itself: if the common-area supply is undersized, the project may first need an upgrade to a three-phase connection (from 2,900 lei) or a power increase (our assistance from 350 lei).
- PV installation by a certified firm. Panels, inverter and mounting are the installer’s job. We do not sell or install panels — our work starts where theirs ends.
- The grid connection file. The application to distribution operator Rețele Electrice România S.A. (formerly E-Distribuție Muntenia / Enel, part of the PPC group), the updated ATR — Aviz Tehnic de Racordare, the technical connection approval, then the certificat de racordare (connection certificate) once the installation passes its checks.
- Bidirectional meter and supplier annex. The operator replaces the meter with a contor bidirecțional, which measures both consumption and injection, and the association signs the prosumer annex with its electricity supplier.
The sequence is the same as for a house — we walk through it in detail in our prosumer grid connection guide — with one extra layer: every step must be backed by the association’s paperwork (fiscal code, AGA decision, mandate for the president or administrator). That is where files most often get stuck.
An individual apartment: when it can still work
Rarely, but not never. The cases that succeed usually combine:
- a top-floor apartment with exclusive use of a terrace section, granted by the deed or by an AGA decision — association approval for the mounting is still required;
- short, clean cable routes to the apartment’s own consumer unit, without crossing other owners’ property;
- a written agreement covering access, maintenance and liability for the common parts touched by the installation.
Even then, the connection is processed on your apartment’s own place of consumption: your ATR is updated for the injection power and your meter is replaced with a bidirectional one. Check the available power early — many older apartments have modest single-phase supplies, and a power increase may need to be part of the project.
A garage or annex with its own connection
A variant worth knowing about: if you own a garage, workshop or annex that has its own metering point and supply contract, that is a distinct place of consumption — and it can host its own prosumer setup, with panels on its own roof. The file follows the standard route (dossier, ATR, certificate, bidirectional meter) and sidesteps the whole common-property discussion, because the building is yours alone. For small buildings, the connection dossier with design starts from 900 lei.
Balcony solar (plug-in mini systems): caution, not promises
Plug-in balcony kits — one or two panels with a micro-inverter plugged into a socket — are popular in parts of Western Europe and increasingly advertised in Romania. We will be direct: their regulatory treatment in Romania is still evolving. Any equipment that injects energy into the grid, however small, touches connection, metering and safety rules, and the balcony railing or façade you would mount it on is, once again, common property.
Before buying such a kit, check the ANRE regulations in force and ask your supplier and Rețele Electrice România S.A. in writing; before mounting anything on the façade, talk to your association. We do not promise that any kit is “plug and play” legal — in 2026, that claim would be ahead of the rules.

The grid connection side of a prosumer project — file, ATR, certificate, meter coordination — is quoted as a personalised offer, because it depends on the building, the installed power and the state of the existing connection.
