Underground Electrical Connection

An underground electrical connection brings power from the grid to your property through a cable buried in the ground, with no poles and no visible overhead cables. For a single-phase connection (230V), labour and material charges start from 3,500 lei, excluding the distribution operator's fees. The usual time from submitting the file to energisation is around 4-12 weeks, and the final connection price is set out in the Technical Connection Approval (ATR), the official document issued by the distribution operator that establishes the technical conditions and connection tariff.

An underground electrical connection is the solution in which the electricity supply is delivered through a cable buried in the ground, running between the grid's connection point and the property's connection cabinet. Unlike the overhead option, the underground route uses no intermediate poles or suspended cables, making it the preferred choice where a clean-looking yard is desired, where the distance to the grid allows it, or where local planning rules require lines to be buried.

SUN WATT SRL is a company certified by ANRE (the Romanian Energy Regulatory Authority) for the execution and design of electrical installations and connections. For clients in Bucharest, Ilfov and Giurgiu we handle the entire process, from submitting the connection request to the operator Retele Electrice Romania (Distributie Energie Electrica Romania), formerly E-Distributie Muntenia / Enel, through to fitting the meter and energising the supply. We work on a turnkey basis: we prepare the file, design and execute the connection, draw up the Utilisation Installation Dossier (DIU, the document confirming that the indoor installation has been built correctly and safely), and handle the paperwork with the distribution operator.

When you need it

You need an underground electrical connection when you are building a new house and want the supply to avoid running through overhead cables across the yard, when the plot is positioned so that the underground route is shorter or more practical than the overhead one, or when the local planning regulations or the planning certificate require a buried connection. An underground connection is also recommended when modernising an existing home where the overhead network is being phased out, for buildings with facades or landscaping that do not allow a pole-mounted route, as well as for commercial premises, warehouses or workshops that require a three-phase connection (400V) with a protected and tidy route.

How it works — step by step

  1. Connection request and file preparation. We submit the connection request together with the required documents to the operator Retele Electrice Romania (Distributie Energie Electrica Romania). At this stage we determine the requested power and the type of connection (single-phase 230V or three-phase 400V), based on your estimated consumption.
  2. Obtaining the ATR and the connection contract. The operator issues the Technical Connection Approval (ATR), which sets out the technical conditions and the connection tariff. Once the connection contract has been signed and the tariff paid, the works can move into the execution phase.
  3. Design and execution of the underground connection. We prepare the connection design and carry out the underground route: digging the trench to the regulated depth, laying the cable in a protective conduit, on a sand bed and with warning tape, installing the connection cabinet and the protection equipment, and then restoring the ground to its original condition.
  4. Utilisation Installation Dossier (DIU). The ANRE-certified electrician draws up the Utilisation Installation Dossier (DIU), a mandatory document confirming that the indoor installation has been carried out correctly and safely, preparing the property for metering.
  5. Meter fitting and energisation. The operator fits the meter and energises the connection. Once the supply contract has been concluded, the property is supplied with electricity.

Required documents

  • Identity document of the holder (identity card)
  • Proof of ownership of the property (up-to-date Land Registry extract)
  • Planning certificate (for new builds)
  • Site plan and location plan
  • Completed connection request
  • Building permit, where applicable

Why bransam.ro

  • Turnkey service: we handle all the paperwork, from the connection request through to energisation
  • The file and the DIU are completed in full by an ANRE-certified electrician, with no unnecessary trips for you
  • Correct execution of the underground route, with the cable in a protective conduit, on a sand bed and with warning tape, in line with regulations
  • We know the procedures of the operator Retele Electrice Romania (Distributie Energie Electrica Romania) in the Bucharest, Ilfov and Giurgiu area
  • Direct communication and advice on the power and type of connection best suited to your consumption

How long it takes

As a guide, the ATR is issued within a few weeks of the file being submitted, and the entire process, from file to energisation, usually takes between 4 and 12 weeks. Timeframes depend on the distribution operator, the complexity of the underground route and any additional approvals that may be needed.

FAQ — Underground connection

How much does an underground electrical connection cost?

For an underground connection, labour and material charges start from 3,500 lei, excluding the distribution operator's fees. The final price depends on the length of the route, the type of connection (single-phase or three-phase) and the ground conditions, while the connection tariff payable to the operator is set officially through the Technical Connection Approval (ATR).

What is the difference between an underground and an overhead connection?

An underground connection uses a cable buried in the ground, with no intermediate poles and no suspended cables, providing a clean-looking yard and good protection for the cable. An overhead connection brings power through a cable suspended on poles. The choice depends on the layout of the plot, the distance to the grid and the local planning requirements.

At what depth is the connection cable buried?

The cable is laid in a trench, at the depth set by the regulations, inside a protective conduit, on a sand bed, with warning tape above it to signal the presence of the electrical cable in the event of any future digging. This protection ensures the durability and safety of the connection over time.

Can I choose between a single-phase and a three-phase connection for the underground option?

Yes. An underground connection can be single-phase (230V), suitable for ordinary household consumption, as a rule up to around 11 kW approved, or three-phase (400V), recommended for high consumption and powerful equipment such as heat pumps, workshops or car charging stations. We will decide together on the option best suited to your consumption.

What documents do I need for an underground connection?

The usual documents are: the identity document, the proof of ownership (Land Registry extract), the planning certificate for new builds, the site plan and location plan, as well as the connection request. For new builds, a building permit may also be required. We will help you put together the complete file.

Do you handle the entire process with the distribution operator?

Yes, we work on a turnkey basis. As a company certified by ANRE, we submit the connection request, follow up on the issuing of the ATR, carry out the design and the underground connection, draw up the Utilisation Installation Dossier (DIU) and manage the relationship with Retele Electrice Romania (Distributie Energie Electrica Romania) through to fitting the meter and energising the supply.
