What the grid connection application is and why you need it
The grid connection application is the official document through which a consumer (individual or company) requests the distribution operator to connect a new consumption point to the electricity grid, or to modify an existing one. In the Bucharest, Ilfov and Giurgiu area, the operator is Retele Electrice Romania S.A. (formerly E-Distributie Muntenia / Enel, part of the PPC group).
Without a correctly completed grid connection application accompanied by the appropriate documents, the operator cannot issue the Technical Connection Approval (ATR) — the key document that establishes the technical solution, the approved power and the connection tariff. In practice, the application is the first formal step in any grid connection project.
You need a grid connection application in several situations:
- a new electrical connection (bransament) for a building (house, warehouse, commercial space);
- a power upgrade (spor de putere) for an existing consumption point;
- switching from single-phase to three-phase;
- the connection of a photovoltaic system / prosumer;
- a temporary construction-site connection.
What the grid connection application contains
The operator’s standard form has several mandatory sections. Whether you complete it online or on paper, the structure is similar.
1. Applicant details
- first name and surname (or the company name and tax registration number, CUI);
- personal numeric code (CNP) / tax code;
- home address / registered office;
- contact details (phone, e-mail) for correspondence.
2. Consumption point details
- the exact address where the connection is requested (street, number, village/town, county);
- the cadastral number / land registry (carte funciara) number;
- the intended use of the consumption point (residential, commercial, industrial, agricultural).
3. Technical details of the installation
- the requested maximum simultaneously absorbed power, expressed in kW;
- the desired type of supply (single-phase or three-phase);
- the operating regime (permanent or temporary/construction site);
- for prosumers: the installed power of the photovoltaic system and the power fed back into the grid.
4. The capacity in which the application is submitted
You must tick whether you are the owner, a tenant with the owner’s consent, a developer or an authorised representative. This section determines which supporting documents you attach.
The documents that accompany the application
The application alone is not enough. The operator requires a complete dossier. The table below summarises the usual documents, depending on the type of applicant:

In practice, the most frequent delays arise from a missing urban planning certificate or an expired land registry extract. That is why we check the entire dossier before submission.
How to complete the application step by step

Determine the power you need. Under-sizing leads to frequent trips, while over-sizing needlessly increases the connection tariff. For an average home, the requested power is calculated from the sum of the consumers (boiler, hob, water heater, EV charger, etc.). Choose the type of connection. A single-phase connection covers a home with low consumption, while a three-phase connection is required for higher power, heat pumps or workshops.

Complete the details exactly as in the ownership documents. Any discrepancy between the name in the application and the one in the land registry (CF) extract blocks the dossier.

Attach the documents scanned legibly. The operator rejects dossiers with illegible or incomplete documents.

Submit the application. According to the information published by Rețele Electrice România, the application can be submitted through an account on the operator’s online portal or at the electricity supplier’s shop. Alternatively, an ANRE-certified company can handle the entire process on your behalf.
What happens after submitting the application
After the application is registered, the operator analyses the request and issues the Technical Connection Approval (ATR). This is the document that:
- confirms the approved power;
- establishes the connection solution (overhead, underground, connection from the existing grid or grid extension);
- communicates the connection tariff and the completion deadline.
The final price of the electrical connection (bransament) is always established through the ATR, not before. The figures displayed publicly are indicative. Where needed, we provide assistance in obtaining the ATR, so that the approved solution is the optimal one from both a technical and a financial point of view.
Note that the ATR reaches you only after the related invoice has been paid. From there, the operator describes the full connection process in five official steps: (1) the connection application and the issuing of the ATR, (2) the connection contract, (3) the design and execution of the works, (4) the supply contract and (5) energisation (punere sub tensiune) together with the installation of the meter. For the execution of the works, the operator’s published process lets you choose between the operator itself and an ANRE-certified firm.
For each stage, the operator also publishes official terms. Keep in mind that these are the operator’s published terms, not guarantees — the actual duration depends on the connection solution and the quality of the dossier:
